From Tupi motyrõ ("collective work"), it refers to a collective, collaborative effort where a group of people comes together as one to do something to improve the community. Organizing a mutirão is fairly common in Brasil, such as school renovations performed by students and their parents, park cleanups organized by the neighborhood dwellers, or charitable events for community causes. Because it's in Brasil, mutirões are often very lively and social - you can, after all, paint a wall in silence, but it's more fun if there is music.
